Project on the promotion of metal resources and waste recycling

Absrtact	This project aimed to strengthen recycling management, including planning improving strategies for documentation management before recycling, product whereabouts management during recycling, and product determination after recycling. This project also assisted in amending "Industrial Waste Reuse Management Regulations of Environmental Protection Administration, Executive Yuan" and "Management Regulations for Reuse of Common Industrial Waste," which specified explicitly the permit procedure and strengthened risk control, and proposed amending suggestions concerning 87 types of wastes. For the purpose of including reuse registration into industrial waste disposal plan, columns for acceptance standard, equipment and product specification were added, and waste recycling reference manual and reviewing guideline were revised and added as the basis for reviewing. Investigation into domestic copper metal circulation was conducted. However, considering a lack of wide-scale smelting ability, expert consultation meetings and facility on-site visits were held. Also, by attending Earth 2019 international seminar and visiting copper relevant industry in Korea, domestically full circulation and the feasibility of refining rare and precious metals were assessed and analyzed to provide policy suggestions. Examination and inspection on reuse products reporting were conducted. For choosing “others” as reuse products’ category, this project also aided in filling in suitable product codes. By connecting management system for products’ final whereabouts operated by the Ministry of Economic Affairs, whereabouts of current RMS products was integrated, and whereabouts tracking was improved. This project kept cooperating with other departments to carry out resource recycling and reuse program from 2018 to 2020. And by holding 1 sessions of working group and 2 sessions of committee meeting, the progress of program promotion among departments was refined and strengthened.
